The Gingham Chefs was a costume cosmetic skin in a pre-order pack.[1]

From their provincial origins in Fellarin to the far reaches of Elysium, the rustic flavors of the Gingham Chefs are unmatched. Even the simplest side dish of roasted vegetables, or steaming bowl of hearty stew, prepared by these master chefs has an irresistible aroma that seems to draw hungry diners from half a continent away, and inspire them to improve their own skills in the kitchen. As Marinien the Elder, whose popular recipes have ignited cookfires since the earliest days of Verra, was fond of saying, “No one who cooks, cooks alone, for even at her most solitary. A chef in her kitchen is surrounded by the wisdom of generations of chefs past, the sage advice of chefs present, and the taste and discernment of future gourmets for whom she practices the bewitching arts of epicurean alchemy.”[1]

The costume cosmetics that are included in each month's pre-order set are indeed a full piece, and when you put it on it will cover your entire appearance. You will not be able to mix and match/toggle those pieces individually (other than your helmet) when you're wearing the entire costume.
